About Us

The Shahid Javed Burki Institute of Public Policy at NetSol (BIPP) is an independent, not for profit institution which aims at: promoting rights and evidence based inclusive policy making; filling institutional void and professionalizing the key public policy areas; and, serving as a knowledge hub for policy analysis, development and implementation.

BIPP’s aim is to minimize this rationality deficit and produce leaders to bring tangible welfare gains for the citizens. Its Board of Governors comprises eminent experts, economists, scholars, academia and development practitioners from public, private and non-governmental sectors. As such, BIPP represents a unique blend of expertise to enrich both upstream policy process and downstream implementation.

Research and Consultancy

Research and consultancy is the core function of Institute of Public policy. The objectives of this component are to Produce knowledge-based, practical and effective research that will firmly focus on public policy perspective of solving economic-world problems.

Knowledge Management

To develop knowledge hub, Institute will take the following steps:
• Develop a virtual library in which we put our publications, research papers, data sets so that any interest group can access.
• Publish monthly magazine to inform other organizations about our key activities and publications
• To remain up-to-date on the current issues in national and international setting, staff must have regular meetings and share important news leads and current developments taking place in the area of economic research and public policy.
• Develop and maintain database of economic vital statistics

BOARD OF DIRECTORS

  • Mr. Burki is a prominent Pakistani economist who has been a member of the faculty at Harvard University, USA and Chief Economist, Planning and Development Department, Government of the Punjab. He has also served as Finance Minister of Pakistan, and has been the author of a number of world renowned books, journal and newspaper articles. He has had a long and distinguished career at the World Bank. Mr. Burki joined the World Bank in 1974 as a Senior Economist and went on to serve several senior positions. He was the (first) Director of the China Department (1987-1994), making him responsible for managing the World Bank’s dialogue with the Chinese authorities. He served as the Regional Vice President for Latin America and the Caribbean during 1994-1999. He retired from the Bank in 1999. -Please remove jobs that have expired.   • Mr. Najam is the Vice Chairman of BIPP. He has four Masters including LLM and MSc. Public Policy form London School of Economics, UK and MSc. Rural Development from Wye College London. He has more than 39 years of experience (17 years with Government of Pakistan and more than 22 years with the UN System) in policy and strategy formulation; development planning and programming ; and implementation of large scale programmes for sustainable development. He joined the Pakistan Administrative Services in 1974 and held important assignments including Commissioner Lahore Division (1999-2001). As the first Chief Operating Officer, he made key contribution in establishing the Punjab Board of Investment and Trade in August 2009. Mr. Najam worked with the UN system on senior positions including Chief of Management Support Services covering 133 Decentralized Offices (2002-2007), FAO Representative, Iran (2007-2009) and Resident Coordinator/Resident Representative of the UN system in Turkey (2009-2013). He led the formulation and implementation of UN Development Cooperation Strategy for Turkey (2011-2014), a pioneer initiative in the world to reposition UN system in the Middle Income Countries. He was also instrumental in establishing the UNDP Istanbul International Centre for Private Sector in Development

  • Mr. Salim Ghauri is the founder of NetSol Technologies (previously Network Solutions) and the visionary force behind the company. He is now the CEO and Director of NetSol Technologies Ltd. (the Company’s center of technological excellence located in Pakistan listed on the Karachi Stock Exchange (KSE: NETSOL) and also oversees the company’s business in the Asia Pacific Region. Salim Ghauri is recognized as a leading IT icon of Pakistan. He received his BS degree in Computers Science from the University of Punjab in Lahore, Pakistan. Before establishing NetSol Technologies Ltd., he was a successful IT consultant in Australia. His last assignment was with BHP Steel in Sydney. Prior to moving to Australia, he resided in Saudi Arabia, where he started his IT career at Citibank, Riyadh in 1979. Mr. Ghauri is credited with setting up the first IT-based training institute and a software house in Damam, Saudi Arabia. In 2007, Mr. Ghauri was appointed as an Honorary Consul for Australia-Punjab Region.
